Assistant Commissioner (Ward Officer) BMC

Assistant Commissioner (Ward Officer) under Brihan Mumbai Municipal Corporation in the Municipal Superior Service.
DUTIES & RESPONSIBILITIES :-

1) Attending to complaints from Councillors, Public etc.; regarding any Municipal Services in the Ward and getting them redressed.
2) To attend Municipal Commissioner’s round and comply with items of such rounds.
3) Taking, if necessary rounds in the wards with Municipal Councillors for inspection s & investigation of complaints.
4) Taking round once at least a fortnight and personal inspection of cases so as to be able to take decisions, cases submitted for
sanction etc.;
5) Attending meeting with Ward Councillors every fortnight (these meetings are primarily intended for receiving and discussions
suggestions so as to effect improvements in the wards) Sending minutes of the meetings and giving action reports regarding earlier meetings.
6) Scrutinizing and submitting reports called for on any pertaining to any departments by Municipal Commissioner, Deputy Municipal Commissioner or any Heads of the Departments by D.O. To Asstt. Commissioner.
7) Getting order of Municipal Commissioner complied with by the divisional heads and supervision of the work of all the divisional heads with particular reference to disposal of papers.
8) Supervision of the classification and maintenance of records.
9) Watching progress of recovery of Revenue for all departments and maintenance of register with regard thereto by the respective departments.
10) Sanctioning payment of property taxes in installments not exceeding 3.
11) To prohibit sale of unwholesome food and to take action for destruction thereof through S.I. And Lorry Inspector on the Encroachment Removal Lorry to avoid occurrence of epidemics and or diseases.
12) To arrange D.D.T. Spraying programme in different localities to abate mosquitoes, flies, etc.; nuisance.
13) Relaxation of requirement or standards as per the Standing orders in approving place for licensable Trades.
14) To look after the repairs to and maintenance of the buildings.
15) Approval of sites for Public Convenience.
16) Putting up proposals regarding taking over of roads and streets for sweeping purposes. (Making transport arrangement and deciding labour matters pertaining to disciplinary action etc.; is looked after by Head Supervisor still)
17) Approval of sites for keeping dust-bins.
18) Allotment of Conservancy Quarters to employees as per rules in the Suburbs.
19) Sanctioning execution of works upto Rs.2000/-
20) Sanctioning purchase upto Rs.100/- in case of non-schedule items of Stationary, printing and other items of contigence expenditures and materials upto Rs.500/- for works for urgent departmental and private works and also purchase of Dead Stock (Furniture) upro Rs.100/- at a time.
21) Sanctioning the provisions of lights on Streets as well as improving them.
22) Approval and disposal of factory proposal.
23) Keeping all roads, S.W.Drains and sewers under 9’’ in good condition, clear of all encroachments and seeing that necessary boards are put properly wherever trenches are taken.
24) Acquisition of open and local set-backs subject to value being fixed by higher authority.
25) Sanctioning the fees etc.; to be paid to Boiler or Electrical Inspector (Fees for boiler repairs inspection and other electrical installation in the city should continued to be paid by E.E. (Mech.) while charges for electrical points attached to chawls etc.; be paid by Asst. Commissioner.
26) Sanctioning the purchase of spares for maintenance of vehicles and machines upto Rs.50/-
27) Maintenance and Management of all Municipal Properties in the ward.
28) Inspection of all licensable places and storages.
29) Removal of unauthorized encroachments on roads & Root paths and drains.
30) Grant of Licences to hawkers and stationary Handcards and approving sites for advertisements hoardings and granting the requisite permits, granting exemptions from advertisement fees as per rules (vide Section 390, 394 and 383 of the Bombay Municipal Corporation Act) In general to exercise all powers as delegated and carry out functions in accordance with the same and
as per the instructions given by Municipal Commissioner / Dy. Municipal Commissioner from time to time.
