DUTIES AND RESPONSIBILITIES OF THE POST OF
CHIEF ENGINEER (ELECTRIC SUPPLY ) IN GRADE A-1 IN THE ELECTRIC SUPPLY
Advt. No – 281/2012
The Chief Engineer (Electric Supply) is directly under control and responsible to DGM(ES) / AGM
(ES). He is overall in-charge of various divisions/departments allocated to him from time to time.
His duties and responsibilities are as under :-
1. He shall be responsible for the formation and implementation of various technical and economic policies of the department under him.
2. He shall exercise efficient technical supervision and control over all electrical installations and the duties of various Officers in the Supply Branch and shall allocate the works to and co-ordinate the works of various departments under him.
3. He shall deal with reports in respect of technical matters, accidents and shall report to Management
whenever necessary.
4. He shall take final decision regarding matters pertaining to planning of routine and development schemes and other jobs under his control.
5. He shall finalize the tenders for major stores items required by the Supply Branch and put up his
recommendations to the Management.
6. He shall initiate schemes for encouraging electrical development, modernization, standardization,
planning major projects, etc.
7. He shall formulate proposals for variation/ revision of electric Supply tariffs and put up to Management for approval.
8. He shall initiate questions of policies to be followed in the Supply Branch and put up his
proposals/recommendations to the Management for approval.
9. He shall represent the BEST Undertaking or depute Officers under him to represent the Undertaking in Central & State Government's Conferences, ISI Committee Meetings, Maharashtra Electricity Regulatory Commission and various Committees formed by the Regulatory Commission and public enquiries in matters pertaining to electric supply.
10. He shall visit out-door jobs, receiving stations, installation works, cash centers, etc. for inspection
purposes.
11. He shall formulate the billing policies of the Undertaking.
12. He is required to exercise supervision, control and monitor the following activities :-
i) Advisng in following statutory provisions of Electricity Act, 2003 and rules and regulations framed thereunder by Maharashtra Electriccity Regulatory Commission (MERC). As per MERC regulation he has to submit Multi Year Tariff, Annual Revenue Requirement and information about level of Performance. Redressing Consumer Grievances through Consumer Redressal Forum and Internal Grievance Redressal System.
ii) Framing APR/ARR petitions as per the MERS Regulations in force and submit the same to MERC in time and proper format. He is responsible for ensuring that BEST makes necessary Power Procurement Agreements to obtain sufficient power at competitive rates for present as well as future.
13. He shall carry out any work assigned to him by AGM(ES) DGM(ES) and General Manager from time to time.
