Name of the Post – Director, Health Services, Maharashtra Medical & Health Services, Group–A.
DUTIES & RESPONSIBILITIES:-
JOB CHART OF DIRECTOR OF HEALTH SERVICES
1. The Director of Health Services is responsible to Government for administration of Health Department subject to
general rules as laid down by Government from time to time.
2. He is adviser to Government on all matters relating to the conduct of various affairs in his charge.
3. He controls on behalf of Government all expenditure provided in budget estimates for administration of Health
Department under "280-Medical 281 Family Planning, 282 and Public Health and Sanitation.
4. He is responsible to Government for due submission of all reports, returns and other documents required by the
administrative department of state, to illustrate the working of institutions under his control.
5. Privilege of access to Government Records: The Director of Health Services will have access, when he considers it
necessary, to any Government document current or otherwise relating to Health administration or matters cognate
thereto but Government have reserved the right at their discretion in any particular case to decline to supply such
papers.
6. The above privilege is extended to the Director of Health Services subject to the General standing orders of
Sachivalaya, regarding communications to persons outside Sachivalaya, of the notes and minutes recorded by the
Governor, the Ministers and the Secretaries to Government in any Department.
7. When Sachivalaya, files are referred unofficially to the Director of Health Services they should on no account be
shown or handed over to anyone outside his office without the permission of Government.
8. Information to Director General of Health Services :- The Director General of Health Services is entitled to receive
any information he desires from the Director of Health services and to communicate with his in regard to the the
operation of departmental rules and orders, but he will exercise no direct authority over him.

Government has also decided that in case where the Head of Department or office works as an agent for
the Government of India Schemes or activities or if he is directly involved in the scheme that he is operating as an
agent of Government of India, he may directly correspond with Government of India. Factual information may also
be given to Government of India direct. However all Heads of Departments/ offices should ensure that copies of
such correspondence are endorsed to the administrative department concerned.

9. The Director of Health Services is invested with powers as detailed in Chapter No. 33, "Delegation of Powers"
10. The Director of Health Services is authorised to permit private medical men and women to work informally in
Government Medical Institutions under his control whenever necessary on certain conditions as follows.
(1) That the workers abide by the rules and discipline of the institution concerned.
(2) No additional expenditure to Government.
(3) On a report from the Head of the institution each year, the Director of Health Service will consider further
continuance for another year.
(4) The Director of Health Services should report to Government cases given such permission (extended
permission) and also indicate the nature of work done by and assistance rendered in every such case.
The informal workers should be appointed only for research work or collecting material for scientific papers
and not for routine work.

11. Government have formed a School Health Committee to develop school Health Education, School environment etc.
and the Director of Health Education, School environment etc. and the Director of Health Services / Joint Director of
Health Services is the Chairman of the Committee, vide Government Resolution Urban Development, Public Health
and Housing Department. No. WHO 1072/66798-H, dated 2nd February, 1972.
12. The Director of Health Services is on the Regional Hospital inspection Committee for Bombay Region of the
Employees State Insurance Scheme vides Government Resolution Urban Development Public Health and Housing
Department No. ESI/2573/28753, dated 9th January, 1974.
13. Government has appointed the Director of Health Services as a member of the Governing Council of Haffkine
Institute constituted for Training Research and Testing, vide Government Resolution Urban Development, Public
Health and Housing Department No. HFN/2272/9420-(II) GIII, dated 18th January, 1975.
14. The Director of Health Services is a member of Board of Administrators of "Shushrusha Citizens Co-operative
Hospital Limited", Dadar Bombay.
15. The Director of Health Services is a member of the Maharashtra State Advisory Board on Tuberculosis and on the
General Executive Committees of the Maharashtra State Anti-Tuberculosis Association. Vide urban Development,
public Health and Housing Department Resolution No. TBC-1272/36180-B, dated 30th November, 1974.
16. The Director of Health Services is an ex-officio representative of Government on the Board of Management of N.W.
Maternity Hospital Bombay.

17. The Director of Health Services is a member of the State Selection Committee for the National Awards to the
outstanding physically handicapped employees. (Government Resolution, Social Welfare, Cultural Affairs, sports
and Tourism Department No. EDD 1074/62720/N, dated the 3rd January 1974).
18. The Director of Health Services is a member of the Following:-
(a) Advisory Committee for the Special Employment Exchange for the physically handicapped, Bombay.
(b) Indian Red crosses society
(C) Bombay Maternity and Child welfare society.
(d) Maharashtra Dental Council.
(e) Maharashtra Nursing Council.
(f) Maharashtra Medical Council.
(g) Maharashtra State Pharmacy Council.
(h) Indian Nursing Council.
(I) State Leprosy Advisory Board.
(j) King George v Memorial Infirmary, Bombay.
(k) State Advisory Board on Drugs and Control.
(l) Maharashtra State prevention of Water Pollution Board.
(m) Bombay Social Hygiene Council.
(n) International Institute for Population Studies.
19. The Director of Health Services is a member of the Co-ordination Committee of the Board of visitors of
Government teaching hospitals in Bombay.

The Director of Health Services is a member of the Departmental Publicity Liaison Committee
constituted for each Administrative Department of the Secretariat.

The Director of Health Services has been permitted to accept the membership of the Vaccine
production Board which Government of India proposes to constitute with a view to co-ordinating the activities
and development of various units producing different types of Vaccines and sera under the Central /State
Government and the Indian council of Medical Research, in order to achieve self sufficiency, improvement in
quality of vaccines and recommending future programme of research and development in this direction.

Inspections and visits:- The Director of Health Services has to formally inspect once a year the
office of Joint Director of Health Services Bombay and Joint Director of Health Services, Pune.
Additional Inspections and visits are to be carried out as required for specific purposes. The Reports of the
inspections and visits should be submitted by the Director to the Government. He should maintain a register
of inspections and visits carried out and should also scrutinize similar registers maintained by Inspection
officers subordinate to him, and report if necessary in case they are not fulfilling their stipulate norm.

21. The director of Health Services, is authorised to appoint bonded candidates for Maharashtra Medical Health
